Commissioner hears a whimper from the closet while examining the body of Lucy hours after the murder. Commissioner Gordon adopts Harvey Dent as him and his wife cannot have kids and to give a home to Harvey. To prevent Harvey from going through the system like Commissioner Gordon did.
