These were the most populous U.S. cities in 1860, the year of the eighth U.S. Census and the eve of the Civil War. Notably for this year, Philadelphia returns to the #2 spot after the 1854 consolidation of many neighboring towns (which previously held spots in the top 10 in censuses dating back to 1790), and Chicago enters the top 10 for the first time.
