After some wars which France lost during the 18th century such as the Seven Years War most notably where France and Spain lost to the British, France had lost pretty much all of its empire including all its North American territory by 1800, all it had left was a few Caribbean islands, Haiti and of course France itself in 1800. The France in 1800 wasn't quite the powerhouse it had been in the mid 18th century when it had a proper empire, but despite that it still had a good sized population of 44 million in 1800 and was probably the 2nd most technologically advanced country in the world after Britain. The British were the rulers of the sea.
