According to Film 101: A cinematographer, also known as a Director of Photography, is in charge of the camera and the lighting crew. They're the person responsible for creating the look, color, lighting, and for framing of every single shot in a film.
These are the movies with the best cinematography (that I've seen). No commentary here on the actual quality of the movies presented. I actually really dislike The English Patient, but it sure is pretty to look at.
